unresolved issue – external public IP address for drone

I have all parts available and correctly working to enable low latency streaming from drone right now. Everything what should I do seems to be mount all parts on frame replacing current Naza setup.
Unfortunately, there is one showstopper that do not allow me to start with it. Lack of public IP address for my mobile phone that enable reading video pipeline  from g-streamer . UDP protocol require do have public available IP ( not matter for me is this static or public ). Do not have it enabled for may cellular phone plan/contract. I did request to my operator to assign my phone public IP but request is rejected. I did raise claim but officially they allow to have public IP`s for company contracts not for individuals. I will wait for answer related my claim but it`s sound not good. Probably I will be looking for another local operator that offers individual customers to gest public IP numbers.
I hope I will find in my country any other provider with such kind of plans that includes also offers for public IP address.
